COBRA - multiple qualifying events

An employee is sent a COBRA letter for a reduction in hours.
A couple of weeks later the employee is discharged. Question:
Does the former employee receive another COBRA letter that
starts COBRA from the date of discharge? While another letter,
in and of itself, is harmless, the question remains, what is the
correct start date - the date of reduction in hours or the
termination of employment date? FOR ALL WHO ARE INTERESTED. PER
THE DOL, THE FORMER EE NEED ONLY RECEIVE THE INITIAL COBRA LETTER
BECAUSE THE EE NEVER CAME BACK TO WORK BEFORE THE EE'S TERMINATION
OF EMPLOYMENT.
