Safety Intimidation

Our contract was recently modified to terminate the site Safety and Health Manager if there are too many accidents reported at the site where he works.
Do we now have to give that manager more power at the corporate level in the hiring of employees (i.e., final say-so in the screening through background checks) and/or any level of staffing under him that he desires to cover each project where our employees are working on a day-to-day basis. And does this contract modification need to be in place at all sites to prevent an intimidation suit for being singled out? This contract worries me, thanks for any feedback you can give.
