HIPPA and Medicare Coverage

I am doing some research to assist an employee in deciding whether he wants to take out his former employer's COBRA coverage until he is eligible for our plan. He has a spouse with a preexisting condition who is currently covered by the previous employer's plan. She also has coverage under Medicare which will be unaffected if he does not elect COBRA coverage.

Does anyone know off the top of your head whether continous Medicare or Medicaid coverage would meet the "continuous coverage" requirements of HIPPA?
