Long-Lost Benefit

CEO promises Employee X free parking as part of a raise in 1988 and he receives it. In 1991 a new CEO takes over and office moves to building where employees must pay for parking. X protests; is told by office manager there is nothing in his file giving him this benefit; but X doesn't check the file himself, protest to CEO or otherwise follow through. Ten years later, X is looking through his personnel file and finds the official salary increase form with former CEO's note that free parking is part of X's salary increase. Must employer pay for X's parking for past 10 years?
