There has to be a 60 day notice in advance of the change becoming effective. Did you just send out a memo that it would become effective within 60 days and then change it in handbook? I was not aware there was a 60-day notice that had to be given before you could change the policy, so we issued new policy for the handbook stating the new policy would begin on x date and had all employees sign that they received it. I am now advised that without the 60-day notice, the date of the new one is moot.
