Intermittent FMLA - Exempt Employee

I'm in KY - I have an exempt employee on intermittent leave. Our employee handbook says she can use her available paid time off or take it without pay.

Can I take 2 hours of pay away from an EXEMPT employee if she chooses not to use paid time off? She has 3 weeks of vacation, 40 hours of sick, 16 personal hours- she has available time to use -
