Workers' Comp Medical and Billing Information

Recently I have run into a problem with 2 of my WC panel providers refusing to send me, the employer, invoices for services rendered and medical information.
I have always had all information pertaining to WC injuries or illness directed back through the HR department for our records and then forwarded this information onto the insurance carrier. I started this practice years ago when I had to deal with an insurance carrier that was not paying bills and constantly claiming they had not receive invoices and medical information.

I spoke with my current insurance carrier regarding this issue trying to determine if something (legislation?)has recently changed. My insurance carrier was not aware of any changes and I have not received anything offical from any agencies?

Does anyone have any knowledge of or source for infomation regading this issue?
