Worker's Comp, Premises liability, or not our problem?

An employee in Pennsylvania had just clocked out and was walking to her car, when a kid on a bicycle ran her down. The car is located in the company parking lot, however, you have to cross a street to get to the parking lot, and the incident occurred as she just crossed the street. She's injured and out of work until further notice from her doctor, but is this considered WC, property liability, or not our problem?

Pennsylvania state law is your answer to this question...... Having worked in many other states, I would offer the following: If the employee had to traverse a public street to enter a private company parking lot the course she took was an ordinary activity for her to enter/exit , most other states would find the injury to be compensable. If it's not a private parking lot and employees park along with the general public, then some states say that the employee incurred no greater risk than a normal citizen and do not treat the injury as work-related. Pennsylvania has addressd this, you just have to find out what they've determined to be the law.
