PDL in Public Education in CA

Greetings. Although I am in the private sector, and have good knowledge of family leave laws in CA, one of our employees has asked questions regarding his wife's upcoming pregnancy leave from the public school system in CA. Do any of you know if the regs are the same for PDL/FMLA/CFRA as they are for private sector employers? If they are not, can you direct me to a good resource that will explain them?
