How to compute "12 weeks"

In computing 12 "weeks" FMLA, do I count overtime worked in figuring out the average number of hours worked per week in the last year and multiply by 12?
(I'm dealing with firefighters who work 24 on and 48 off and accumulate a lot of overtime during the year).

If I remember correctly, you should count "all hours worked" which would include overtime hours.
