Leased Employees

Our company utilizes temporary (leased) employees from Manpower and Cherokee Temporary Services. We have over two hundred employees and temporaries anywhere from 10 to 30. The temps can be hired by the company after 3 months up to 9 months. The question is "When the temp is hired by the company, when does the year start for eligibility for FMLA -- when the temp is placed by Manpower/Cherokee at the company or when the company hires them?" For instance, Manpower places Mary Doe in one of our departments on January 2. After six months, the company hires Mary Doe. Will Mary have 6 months and 1250 hours or does her 12 months and hours begin when hired by the company?
