Garnishment question

If an employee is served with a garnishment, can he change his withholdings to reduce his pay?

I received a new W-4 for this employee taking extra fed taxes out and changeing his deductions from 9 to zero. He is in the process of a bankruptcy. I find this questionable but I know I have to change his witholdings if it is legal. I've done a search and can't find any info on this.

Doesn't seem right, does it? Unfortunately, if you look at the top of the 2008 Form W-4, it states under Purpose: "Consider completing a new Form W-4 each year and when your personal or financial situation changes."

Any way you look at it, a garnishment changes a person's financial situation.

Thank you. That's what I thought. Just aggravates me when someone "plays" the system. But my job is not to judge I guess.
