Who is a supervisor?

I work in a law firm in which we have admin assistants who work for one or more lawyers, some partners and some non-partners. There is a manager in charge of the admin. assistants who we refer to as their supervisor. However, do you know if the EEOC would qualify the attorneys as supervisors? They give work to the assistants and participate in their performance reviews but they do not handle such things as performance plans, warning meetings and terminations except to provide input from their experiences with the particular assistant.
