Temps must be included if you provide the supervision and control of their work. So unless someone from the temp agency actually supervises and directs thier work, including determining the means and methods of how the work is performed, you are required to include the temps on your 300 log.

1. We paid their wages for hours worked in our plant.
2. We are reguired to report their injuries, thus it only makes sense that we have to report their time to make the accident rates meaningful.
3. It helps to have as many hours as possible on the form in order to keep your accident rate numbers as low as possible.
Makes sense to me. I would feel very comfortable presenting this logic to any OSHA inspector.
