OT and second job

Here is a new one for me. I think I know the answer but some feedback would sure help.
A non-exempt EE, with us for 6 years has taken a second job.
We rarely allow or need overtime in her area, but some recent changes have generated the need for a bit of overtime during each month.
Can I require her to work OT, even if it conflicts with her second job?

Company discourages its full-time employees from taking additional employment outside of the compay. Work requirments, including company overtime, will have precedence over any outside emplyment situation. If an employee is unable to maintain a high degree of work performance after taking outside employment, the employee may be subject to discharge.
In other words, we require that we are priority and if OT is needed you are require to work for us rather than going to a second job that makes you unable to fill our needs.
Not taking into consideration her second job.
