Is there a special exemption that allows for residential treatment centers to average hours over a two wwee period. If so can help direct me to and section of code that might address that issue.

No, there isn't. If your employees work 48 hours one week and 32 hours the next (which averages out to 40 hours per week), you must pay 72 hours regular time and 8 hours overtime.
There may be a solution. Consider changing your work week to start and end on different days. You can capture the weekend that employees work so that it doesn't come out to more than 40 hours.
I did a search last night and came up empty. Wasn't there some sort of funny loophole for health care facilities? Sorry, I can't find it, in part because I don't know what I'm looking for. Anybody else know what I mean?
