I remember this program from 1977 when I was with the State Employment Security Program. It was a federal program that provided funds to dislocated workers. Back then the WARA program was actually the Worker Adjustment and Relocation Assistance Program. It would provide funds for people to travel for interviews and would pay household relocation expenses. Is this perhaps what your state has resurrected? Call your state employment security program for details.
