If a non-exempt (not sure if that makes a difference) employee works part time, 28 hours a week, and is laid off due to lack of work, is she still eligible for unemployemnt?

The analysis by the claims examiner will take into account the total amount of wages earned in the first three of the last four completed calendar quarters. It's a formula that determines eligibility. And certain other factors enter into the consideration; like reason for being out of work, physical ability to work, availability for work and a few other factors. And, remember, each state has its own UI regulations, so you may have factors entering the equation that I'm not familiar with.

If an person is employed in Massachusetts but lives in New Hampshire, where would he file for unemployment?

Is there a minimum amount of time that a person has to work to be eligible for unemployment?

He can file in either state and the claim will be either a multi-state claim, if wages were earned in both, or will be managed by the state in which wages were earned. A person is not mandated to remain in the state where wages were earned just in order to file there. I don't know your state laws, but in this state and others with which I am familiar a claimant must have had wages in covered employment in the first three of the last four completed calendar quarters.
