In industry, it seems to be 3 to 5 days normally. But, in the public sector you hear of paid an unpaid administrative leaves for much greater lengths of time.
Assuming you are in California and the employee is not union, there is no law that addresses amount of suspension time. You will want to consider, however, the effect on Benefits (i.e. COBRA due to loss of coverage or reduction of work hours). A suspension is usually meant as a period of "reflection" on whether or not the person really wants his/her job. A lengthy suspension doesn't really motivate that "reflection"...And if it is a PAID suspension (don't know if you said it was or wasnt) it becomes a vacation...
If they are an exempt employee, you have to suspend them for a minimum 5 days unless it is for a major safety violation or you'll forfeit their exempt status.

I assume you use five days if the suspension is meant to be unpaid?
