Drug Test & Fleet Safety Manual

I am on a search for a good drug test policy for our Fleet Safety Manual. I would like to include a section in it addressing accidents. Should an accident occur a drug test would be required if the employee was at fault or if it was a single car accident. The problem I have is the enforcement.

If someone has an accident and knows about the testing they may not report it for a while.

Any guidance would be appreciated!

    We have a policy in place.

    1. Pre-employment drug screen
    2. Random
    3. Accident- involving injury, towed vehicle, or ticketed
    4. Reasonable Suspicion
    5. Return to duty and follow-up- Cost of these tests paid by employee
    6. Work Related Injury
