I am looking for information relating to the process used in order to determine whether or not an organization should consider outsourcing their entire HR department and/or a specific function within the department.

It really depends on what kind of organization you are, how many employees you have, how many facilities, what kind of employees you have, growth for the future, etc. I'll be happy to try to help you, but we'd probably need to talk by telephone.
