Independent Contractors ruled as employees

We had contracted with about 10 individuals to perform temporary work for us about three months ago and paid them as independent contractors. We are going to utilize most of these indivuiduals again in the future. A state agency has ruled that these individuals should had been treated as employees and after seeing their reasoning, we are not going to appeal. We will file amended Forms 941 and unemploymen forms. My questions are as follows. Can we collect FICA taxes for the work performed in January from future payments. If we hire a couple of individuals back but they owe for FICA taxes, are we out the money?
