Travel pay: Portal to Portal Act

Does anyone have a clear policy on the payment of wages for travel? I would like to communicate to staff a logical policy on when travel will be paid and when it will not. I have read the portal to portal act but the specfic situations where employees should be paid don't fall into a logical pattern which is easy to communicate. Does any see the logic? If not maybe someone has decided a logical policy which may be above that which is required by law.
