Person Working 1 Day--Independent Contractor?

We are having someone come in one day to do some repair work at our workplace. This is not someone we have contracted with from another company--it's the brother of a current employee.

Should we sign him up as an employee and take care of the taxes that way and be covered should he get injured?

Or should we treat him as an independent contractor, send him a 1099, and have him not covered by WC should he be injured?
