Worker's Comp Termination Question

I have an employee that was supposed to be coming in while he was on light duty - he is a foreman with our company and was permitted to drive and supervise jobs.
One morning two weeks ago, while on restricted duty, he lied about his whereabouts. Since that time, the owner of the company kept the employee off of work until he received a release. Today, the owner told me he has decided to terminate this employee once he has been released to full duty.
What are the issues with this type of termination, if any?

What is the owner's grounds for termination? Because the foreman lied about his whereabouts? (Was the foreman actually working when he lied about his whereabouts?)
