New Hire Paperwork

I am new to HR, and am being asked why we have new employees answer the following on new hire paperwork:

1. Marital Status

2. Ethnic Group

There is no authoritative answer without other facts. Here are the most likely guesses:

Marital status probably has to do with COBRA notification.

Ethnic group probably has to do with either EEO-1 reporting (employers with more than 100 employees), or affirmative action plan requirements (employers under court order or doing nearly any kind of federal contracting), or both.

Is the marital status coming from the W-4 form? If so it is to correctly calculate the amount of federal tax withholding.
