VETS-100 and new Veterans under JVA

The new JVA veterans classifications don't match the VETS-100 form. Does anyone know what employers should do when reporting vets?

    I believe that if you have a newer contract (after December 1, 2003) of $100,000 or more, you do not need to report on the # of Vietnam era vets.  There is also a problem becuase the newer categories (armed forces service medal vets, recently separated vets and disabled vets, as they are defined by JVA) aren't even mentioned on the VETS-100. There is a new/proposed form -- the VETS-100A, but it has not been approved for use yet.
