Does anyone know where I can get information on what an HR/PR Manager/Benefit Administrator makes in the Lawrence/Methuen area of Mass?

It's more of an HR Generalist who does it all and does Benefits for two companies (MA & FL) and does payroll for a manufacturer of approx. 42 employees. The FL company has 45 employees.

Every place I have seen charges for this information. Has anyone actually done a salary survey where they call other companies?

I would look for a local or state employers association for information. Also, check with your State government. They survey for salary information. Good salary information is never free. We belong to an employers association and participate in a couple of national salary surveys just to get this kind of information.
