Vacation, Hourly, OT, and Plant Shut Downs

4th of July week our manufacturing plant shut down for 3 days. We required all personel that had vacation time to use it for 3 days and we had the 4th and the 5th as holidays. I had to call in a maintenance employee to work for 5 hours on the first day of shut down. Our manual states that if called in you wil be paid at least 4 hrs no matter what. This employee was hourly. How should he be paid? 5 regular,19 vacation,16 holiday or 5 OT 24 vacation, 16 holiday

If he worked on the holiday, I would probably rule differently. We have a policy of paying our employees the holiday pay plus time and a half for any hours they have to work on a holiday.
