Payroll deduction for hosp. ins.

Are we discriminating against some of our employees by doing the following:
Full time employees have one payroll deduction from their paycheck per month to cover dependents hospitalization insurance. We do not allow them to split the deduction over two paychecks per month.
Part time employees however can have the deduction split up in two payments per month due to the fact that they sometimes do not work enough hours to cover a one time deduction.
Clear as mud? I am wondering if we should change our policy on this.
