That's really a good question. Your TPA should be able to give you the answer or look at the summary plan description. Let us know what you find. I'd be interested in the answer too.
Well, I finally got a call back telling me that an employee need not break down the cost between tax, shipping, etc. when submitting the expense. Thanks for your response.

I can see paying the shipping. Even mileage to go to the dr's can be covered under FSAs.
