We don't have a project rate for this and can't negotiate one at this point so you then are saying we are ok to pay him hourly? (which is where I think he should be)
Hire his paralegal. She'll do it for one seventh his rate and she winds up doing his work anyway. I think you're getting way more advice than you asked for......x:-)

Seriously, though, I would prefer to negotiate a flat "project rate", i.e., this is the project, what will you charge us to complete it?
Lawyers are accustomed to billing by the hour, so that might be the simplest.
