Who should a Grant Coordinator report to?

We are a counseling center. We are looking to hire someone to research grants and be an all around grant writer and developer? If anyone else out there has this type of person on staff, who does the person report to? In the past, this person has reported to our Director of Services who manages all of our programs. We are considering having the person report to our Director of Development who oversees all fundraising or the Executive Director. Any other ideas?

Our grant writer reports to the Development Director. The funding raised from grants is part of our Annual Fund campaign goal. The grant proposals are written for local and state funding, corporate sponsorships, and foundation funding--all of which are part of the overall development fundraising goal.

I agree with Sally, except if part of the grant process is to monitor its application then it would involve program development so combining the fund raising with implementation would cause me to have the person report to the executive director. Just my thoughts.

Our Grant person reports to the Executive Director, but I could easily see them reporting to a Deputy Director or CFO as well.
